Petrochemical industry needs to do fine work
On March 28, over 10 academicians from the Chinese Academy of Engineering and more than 30 experts from five key industrial sectors—petrochemicals, steel, chemical building materials, papermaking, and textiles—in Guangdong Province were invited to contribute to the "Guangdong Industrial Energy Saving and Emission Reduction Consultation Report." The petrochemical expert group emphasized the importance of meticulous planning and execution in achieving energy efficiency and emission reduction goals within the industry.
The group highlighted the need for a structural adjustment strategy that promotes balanced development across large, medium, and small enterprises. They suggested extending the industrial chain and strengthening collaboration between upstream and downstream sectors. Emphasis should be placed on midstream product planning, innovation, and capacity building to create a more integrated and efficient system. The report also encouraged a shift toward refined production, energy-saving technologies, and careful craftsmanship to ensure sustainable growth.
Additionally, the team stressed the importance of strategic planning and regional optimization for petrochemical parks. In areas with concentrated and large-scale production, it is crucial to manage essential resources like hydrogen and sulfur, as well as material and heat balances effectively. When designing emission-reduction technologies, energy conservation should be a central consideration, aiming to minimize pollution at the source and promote waste recycling.
After visiting the Huizhou Zhonghai Shell Petrochemical Company and Sinopec Guangzhou Branch, the expert team led by Academician Wang Xiqing identified several challenges in Guangdong’s petrochemical industry. These include the need for further optimization of integrated refinery and chemical development strategies, stronger implementation of petrochemical industrial park construction plans, greater attention to system-level energy optimization, and increased potential for wastewater reuse.
The consultancy report also recommended promoting a circular economy and low-carbon development model to drive industrial transformation. It suggested using an "incentive substitution" approach to support energy-saving initiatives and encourage enterprise upgrades.
Furthermore, the report proposed leveraging industrial relocation as a means to restructure the industry and build a modern industrial system. While it acknowledged that a moderately heavy industrial structure is necessary for Guangdong, it emphasized that the focus should be on where and how such development can be most beneficial. Heavy industrial parks must achieve a balance between economic, social, and environmental benefits.
In addition, the report pointed out that developing modern service industries to reduce pollution requires a solid foundation in advanced manufacturing. Without a strong industrial base, there may not be sufficient demand for services. Therefore, during the process of industrial transfer, structural upgrading, and the formation of a modern industrial system, an "exit mechanism" for outdated production capacities must be established to prevent job losses and maintain social stability.
