Petrochemical industry needs to do fine work
On March 28th, over 10 academicians from the Chinese Academy of Engineering and more than 30 industry experts from Guangdong’s five key sectors—petrochemicals, steel, chemical building materials, papermaking, and textiles—were invited to contribute to the “Guangdong Industrial Energy Saving and Emission Reduction Consultation Report.†Among them, the petrochemical expert group emphasized the importance of meticulous planning and execution in achieving energy efficiency and emission reduction goals. They highlighted that the petrochemical industry must focus on refining its structure, extending its industrial chain, and ensuring balanced growth among enterprises of different sizes.
The expert group recommended a comprehensive approach to industrial development, emphasizing midstream product planning and coordination with upstream and downstream industries to create a fully integrated value chain. They advocated for a shift toward refined production, energy-efficient processes, and careful craftsmanship. Additionally, they stressed the importance of optimizing petrochemical parks by carefully managing resource allocation, including hydrogen and sulfur, material balance, and heat balance, especially in large-scale, concentrated production areas.
After visiting the Huizhou Zhonghai Shell Petrochemical Company and Sinopec Guangzhou Branch, the team led by Academician Wang Xiqing identified several key challenges in Guangdong’s petrochemical sector. These include the need for better integration of refining and chemical industries, stronger implementation of petrochemical park strategies, improved energy system optimization, and greater potential for wastewater reuse.
The consultancy report also called for the vigorous development of a circular economy and low-carbon model, urging the province to promote sustainable development and support energy-saving initiatives through incentive-based policies. It further suggested that industrial transfer could serve as a strategic opportunity to restructure the industry and build a modern, efficient industrial system.
While it is reasonable for Guangdong’s industry to maintain a moderate level of heavy industry, the report emphasized that the location and form of such development are critical. The planned industrial parks must achieve a balance between economic, social, and environmental benefits. Moreover, the transition toward modern service industries should be supported by a strong manufacturing base, as the demand for services depends on the presence of a solid industrial foundation.
To ensure a smooth transition, the report recommended the establishment of an “exit mechanism†for outdated production capacity. This would help prevent job losses and maintain social stability during the process of industrial upgrading and structural adjustment.
