China's "agriculture, countryside and farmers" is indispensable for China's pesticides - interview with Zhang Xiangning, deputy to the National People's Congress and director of the Jiangsu Institute of Pesticides

"Proper use of pesticides is essential and beneficial for agricultural production," said Zhang Xiangning, a deputy to the National People's Congress and director of the Jiangsu Province Pesticide Research Institute. With over 20 years of experience in pesticide research, he shared his insights with reporters, emphasizing the importance of responsible pesticide usage. Zhang pointed out that many so-called "green" agricultural products are marketed by highlighting their pesticide-free status, which can mislead consumers. He explained that pests and diseases are natural challenges in crop growth, and when used properly, pesticides play a crucial role in ensuring both the quality and quantity of food. China has limited arable land—only 1.8 billion mu—which is shrinking, yet it must meet the needs of a growing population of over 1.3 billion people. In today’s large-scale and industrialized agriculture, relying solely on non-chemical methods would lead to lower yields and potential food shortages. He also stressed that large-scale production of "green" products is not feasible under current conditions. Modern agriculture cannot function without the use of pesticides. The domestic pesticide industry contributes significantly to the economy, with an annual output value of around 30 billion yuan. Compared to imported alternatives, local pesticides are much more affordable. If farmers were to rely on imports instead, their costs could increase by 100 to 200 billion yuan annually. This highlights the importance of maintaining a strong domestic pesticide industry to support farmers' incomes and national food security. Zhang further emphasized the need for strict regulation of pesticide production and use. Currently, there are approximately 2,000 to 3,000 pesticide manufacturers in China, many of which are small, scattered, and lack economic strength. This leads to overcapacity in low-end products and intense market competition, which hinders the development of high-quality solutions. To address this, he called for enterprise mergers and reorganizations to improve industry concentration and create stronger, more efficient companies. In addition, he highlighted the importance of regulating pesticide application based on crop types. For example, vegetables have short growth cycles and require different pesticide strategies compared to rice, which has a longer growth period. Careful selection is needed to minimize residue and ensure food safety. Finally, Zhang stressed that scientific research is key to developing the pesticide industry. As one of the earliest pesticide research institutes in China, the Jiangsu Provincial Institute has made significant progress through institutional reforms, transitioning from state-owned assets to a diversified joint-stock system. This shift has allowed them to operate more efficiently and closer to the market. They have completed over 100 research projects, including national initiatives. One notable achievement is the development of a new insecticide called furannidifen hydrazide, which is highly effective and low in toxicity, with independent intellectual property rights. Zhang believes that the successful transformation of scientific achievements into commercial products depends on continuous innovation and institutional reform. The future of the pesticide industry lies in science, technology, and sustainable development.
