The "Guo Zi Zi Zi" (National Auto and Parts Export Base) is a prestigious title that has long been a source of pride for local governments. As a result, cities that missed out are now intensifying their lobbying efforts to secure the title. Guangdong, for instance, claims it has significant strength in auto parts exports. According to customs data, Guangdong exported $100 million worth of auto parts in the first quarter of this year, accounting for 11.5% of the national total. The province also proposed establishing the world's largest auto parts manufacturing base in Huadu, further highlighting its ambitions. Similarly, Shandong has shown strong growth, with auto parts exports rising by 51.3% in 2003. Local experts believe the region has the potential to develop a strong industrial cluster. Chongqing, which has long aimed to become the fourth major auto city in China, is also disappointed by the outcome. A local official noted that without the export base title, the city's ambitions could be seriously affected. Despite these efforts, the current export performance of China's auto parts industry remains modest. In 2003, China exported $4.71 billion in auto parts, but this accounted for less than 0.4% of the global market. This gap highlights the need for more strategic development. Experts argue that the real value of the "national prefix" lies in the preferential policies and investment opportunities it brings. However, some caution that simply having the title does not guarantee success. For example, Delphi China's Jiang Jian pointed out that logistics, labor costs, and talent availability are critical factors in establishing a successful export base. Industry insiders also note that many cities still lack the necessary infrastructure and industrial clusters to support large-scale exports. While competition for the title is fierce, the real challenge lies in building sustainable capabilities. As the race for the "Guo Zi Zi Zi" continues, one thing is clear: the future of China's auto parts industry depends on improving internal strengths, enhancing management practices, and meeting global standards. Ultimately, the success of these export bases will depend not just on titles, but on real-world performance.
