On April 14, a reporter learned from the newly established Ministry of Environmental Protection that the first batch of four national environmental protection standards was recently issued. Among these, three standards are specifically related to the petroleum and chemical industries. These include regulations on limiting the discharge of pesticide-related water pollutants, prohibiting the release of coalbed methane, and lowering emission limits for heavy-duty gasoline vehicles. Notably, the "Discharge Standard for Water Pollutants of Heterocyclic Pesticide Industry" fills a significant gap in China's regulatory framework for pesticide emissions.
In an interview with reporters, an official from the Ministry of Environmental Protection stated that the goal of these new standards is to enhance the overall level of pollution control and strengthen the national system for monitoring pollutant discharges. The heterocyclic pesticide standard marks the first nationwide regulation issued after the ministry initiated the development of wastewater discharge guidelines for the pesticide sector. It addresses the unique production processes, pollution control methods, and emission characteristics of heterocyclic pesticides, setting strict limits on both conventional and industry-specific pollutants for existing facilities and new projects.
Moreover, the pesticide industry discharge standards cover a wide range of categories, including heterocyclics, organophosphorus, pyrethroids, carbamates, amides, phenoxy carboxylic acids, sulfonylureas, organic sulfur, biological, and organic chlorine compounds. This comprehensive set of standards represents the first of its kind in China, significantly advancing the country’s ability to manage pesticide-related pollution.
In addition, two new standards targeting the petroleum and chemical sectors were also released. The "Coal Bed Methane (Coal Mine Gas) Emission Standard (Provisional)" introduces strict measures to prohibit the discharge of high-concentration gas from coal mine drainage systems. This is the first time China has implemented mandatory controls on greenhouse gas emissions in this sector globally. The standard is expected to boost the utilization of coalbed methane, generate economic and safety benefits, and support broader energy conservation and emission reduction efforts.
Another key standard, the "Limits and Measurement Methods for Exhaust Pollutants from Heavy-Duty Vehicle Gasoline Engines and Vehicles (Phase III and IV in China)," revises current emission rules for heavy-duty vehicles. It lowers emission thresholds, improves testing procedures, and sets stricter requirements for vehicle durability, in-vehicle compliance, and the installation of onboard diagnostic systems.
The first batch of national environmental protection standards was jointly issued by the Ministry of Environmental Protection and the General Administration of Quality Supervision, Inspection and Quarantine. This marks the first time since the establishment of the Ministry of Environmental Protection that it has released national-level environmental standards, signaling a major step forward in China’s environmental governance.
