U.S. Launches "Double Anti-" Investigation on Our Steel Products
On April 24, the U.S. Department of Commerce officially launched anti-dumping and countervailing duty investigations into two types of steel products imported from China. This marks the eighth "double reverse" investigation initiated by the U.S. against Chinese goods, combining both anti-dumping and countervailing measures. The targeted products are Circular Welded Carbon Quality Steel Line Pipe from China and South Korea, as well as Welded Line Pipe from China.
The investigation was triggered after several U.S. companies, including Maverick Tube Corporation and U.S. Steel Corporation, along with industry groups, submitted a formal petition to the U.S. International Trade Commission (ITC) on April 3, 2008. According to the petition, the estimated dumping margin ranges between 57.45% and 58.96%, while the subsidy rate is believed to exceed 2%. These figures highlight the U.S. concern over what it perceives as unfair trade practices affecting domestic producers.
Data released by the U.S. Department of Commerce shows that in 2007, China exported approximately 25,600 tons of these steel products to the United States, valued at more than $165 million. This volume has raised significant concerns among American manufacturers, who argue that the influx of cheap imports threatens their competitiveness.
The U.S. International Trade Commission is expected to release its preliminary findings on both the anti-dumping and countervailing investigations in June and September this year. If the preliminary results are unfavorable, the U.S. could impose duties on these steel products, which would have a major impact on Chinese exporters and the broader trade relationship between the two countries.
This latest move reflects the ongoing tensions in U.S.-China trade relations, particularly in the manufacturing and steel sectors. It also underscores the continued use of trade remedies by the U.S. to protect domestic industries from what it views as unfair foreign competition.
