In a recent development, it has been reported that Carol Stream Fire Protection District Battalion Chief Joseph Gilles has been dismissed following prolonged disciplinary actions. On Monday, the district's board of trustees reached a unanimous decision to uphold the board of commissioners' prior recommendation to terminate Gilles.
The crux of the matter revolves around accusations from Fire Chief Richard Kolomay, who alleged that Gilles neglected to comply with directives to endorse a performance improvement plan. This plan highlighted several critical areas where Gilles allegedly lacked essential management and leadership competencies, along with objectives aimed at guiding the battalion chief. According to the allegations, Gilles' refusal to sign the plan contravened four rules of conduct.
During the hearings, Gilles' legal representatives contended that he was never explicitly instructed to sign the plan and further argued that such an instruction would have been illegitimate. However, the board of commissioners ruled in favor of the misconduct charges earlier this year. Their findings indicated that the chief had indeed commanded Gilles to sign the performance plan, deeming it a lawful directive, as per official records.
Despite the board of commissioners' termination recommendation, the final confirmation rested with the district's board of trustees. Following the announcement, several individuals, many of them family members of Gilles, voiced their support for him. "The (Carol Stream Fire Protection District) prides itself on values like pride, duty, and tradition," stated his sister, Theresa Gilles. "Yet today, you've chosen to dismiss a team member and leader who embodies ethics, integrity, respect, dedication to both the team and the community, as well as a commitment to learning and teaching."
Karl Ottosen, representing Kolomay, emphasized that Gilles had independently opted against adhering to orders. "Regarding the public comments, it was Gilles himself who chose to disregard orders," Ottosen explained. "The chief tried to engage him in discussions to salvage his career, but Gilles simply declined."
