China's "agriculture, countryside and farmers" is indispensable for China's pesticides - interview with Zhang Xiangning, deputy to the National People's Congress and director of the Jiangsu Institute of Pesticides
"Appropriate use of pesticides is essential and beneficial for agricultural production," said Zhang Xiangning, a deputy to the National People's Congress and director of the Jiangsu Province Pesticide Research Institute. With over 20 years of experience in pesticide research, he emphasized this point during an interview with reporters.
Zhang explained that many so-called "green" agricultural products on the market today are misleading consumers by using pesticides as a selling point. He stressed that pests and diseases are natural challenges in crop growth, and when used properly, pesticides play a crucial role in ensuring both the quality and quantity of food. With China’s arable land at only 1.8 billion mu—continuously shrinking—yet needing to feed 1.3 billion people and an increasing population, it's impossible to rely solely on non-chemical methods. Without pesticides, yields would drop significantly, leading to potential food shortages.
He also pointed out that large-scale, industrialized agriculture cannot function without the use of pesticides. The domestic pesticide industry contributes around 30 billion yuan annually, with prices much lower than imported alternatives. If China were to depend on foreign imports, farmers could face an additional cost of 100 to 200 billion yuan per year. This highlights the importance of maintaining a strong domestic pesticide industry to support farmers' incomes and national food security.
Zhang further emphasized that while pesticides are necessary, their production and use must be strictly regulated. Currently, there are thousands of pesticide companies in China, many of which are small, scattered, and lack economic strength. This has led to overcapacity, low-quality products, and unhealthy competition. To address this, he called for mergers and reorganization among companies to boost efficiency, increase industrial concentration, and create larger, more competitive enterprises.
In addition, he highlighted the need for better regulation in pesticide application. Different crops require different types of pesticides, depending on their growth cycles. For example, vegetables have a short growing period, while rice requires longer-term pest control. Using the right type of pesticide can help reduce residue and ensure safer food.
To advance the industry, scientific research is key. As one of the earliest pesticide research institutes in China, the Jiangsu Institute has made significant progress through institutional reforms. By transforming state-owned assets into a diversified, joint-stock structure, the institute has become more market-oriented and efficient. It has completed over 100 research projects, including several national-level initiatives. One notable achievement is the development of a new insecticide called furannidifen hydrazide, which is highly effective and low-toxic, and has already been commercialized.
Zhang concluded that the transformation of scientific achievements in the pesticide industry depends on institutional innovation. The future of the industry lies in continuous innovation, not just in technology, but also in management and policy.
