From Phil Stenholm: Another installment in the History of the Evanston Fire Department  In 1965, Chief Lester Breitzman and his platoon commanders were equipped with Motorola HT-200 portable two-way radios. This allowed them to move freely around the fireground without needing a driver or radio operator. As a result, the firefighters who previously drove F-2 were reassigned to Squad 21, becoming its fourth member on each shift. The chief used the call sign “F-1-X†while the platoon commander was “F-2-X.†Eventually, company officers also received handie-talkies, using designations like “Engine 23-X,†“Squad 21-X,†and “Truck 22-X†when operating on portable radios. Wayne Anderson became Evanston’s city manager in 1963. With Squad 21 back in active service and responding with four personnel, Bert Johnson’s Police-Fire Cooperative Plan was quietly phased out by 1965. However, the three police station-wagon ambulances continued to respond to inhalator calls and ambulance runs. While police officers no longer acted as firefighters regularly, they still received basic firefighting training. The EFD added three new station wagons between 1964 and 1966. These included a 1964 Plymouth (F-3), assigned to a Fire Prevention Bureau inspector during the day and stored at Station #5 at night; a 1965 Dodge (F-5) for the Training Officer at Station #1; and a 1966 Ford (F-1) for Chief Breitzman at Station #2. All three were equipped with stretchers and first-aid kits, serving as backup ambulances alongside the police station wagon patrol units. F-2, the platoon commander’s 1963 Plymouth, stopped being an ambulance after its driver was transferred to Squad 21 in 1965. However, F-1 always had a driver, and F-3 was staffed by Engine 25 when needed, while F-5 was manned by the fourth member of Squad 21 or Truck 21. Additionally, Squad 21, F-1, and F-3 were equipped with a “fracture board†for transporting patients with spinal injuries. Reserve Engine 26, the oldest rig in the EFD, was retired in 1965 and converted into playground equipment. It was installed in Firemen’s Park after being welded shut and stripped of its mechanical components. The previous spring, the EFD had used a former church on the site for live burn drills. In 1964, Chief Breitzman proposed converting a 1952 Pirsch squad into a triple-combination pumper by replacing its body with a standard pumper. The Pirsch had low mileage and no hose bed, making it ideal for conversion. After the upgrade, it became Engine 22, equipped with an electric winch, auxiliary pump, water tank, and modern lighting. A new squad was built using a garbage truck chassis, saving costs compared to purchasing a factory-built unit. City Manager Anderson secured $13,000 for the project. The International cab cost $4,474, and the custom-built body, pump, tank, and lights totaled $4,974. The Braden winch added another $725. General Body Co., known for building the Wienermobile, fabricated the squad body. The new Squad 21 entered service in April 1966 and quickly became the busiest unit in the department. Squad 21 was later reconverted into Engine 22 in August 1966, replacing an older Seagrave pumper. Both the new Squad 21 and Engine 22 featured military-style graphics and gold shields. In 1970, the shields were reversed. Emergency lights were upgraded from football-style to more visible white/red beacons. Reserve Engine 28 (a 1937 Seagrave) failed its pump test in 1966, and Engine 27 had a blown engine. To keep Engine 27 running, the motor from Engine 28 was transplanted.
